In 2019, the Association plans to make every effort to promote its legislative initiatives aimed at eliminating excessive unreasonable administrative barriers hindering the activities of bunkering companies. In particular, we are talking about a complex of problems associated with carrying out readiness for the elimination of spills of marine fuel by certified specialized rescue units. So the bunker professionals consider it necessary:
- to cancel the excessive requirements for the availability of OSR plans for bunkering companies using specialized tankers (amendments to the Law 155 "Concerning the Internal Sea Waters, Territorial Sea and Contiguous Zone of the Russian Federation".
- to eliminate the redundant requirements of state environmental expertise of the bunkering activities in seaports;
- to adjust the procedure and criteria for certification of emergency rescue units for the elimination of oil spills to the real risks, the existing statistics of such incidents and common sense;
- to exclude unfair competition with the state rescue operator dominating at oil spill response market.
The Association considers a priority to abolish excessive unjustified ban of marine fuels with sulphur content above 1.5% in the Russian Federation (Clause 1 of the technical regulations of the Customs Union "Concerning Requirements for Motor and Aviation Gasoline, Diesel and Marine Fuel, Jet Fuel and Fuel Oil").
