Russian State Duma postponed consideration of the draft bill on the introduction of the administrative approval procedure of oil spill response (OSR).

The Council of the State Duma postponed consideration of the draft bill "On Amendments to the Federal law "On sea ports in the Russian Federation". Clause 3 of this document was intended to replace the notification procedure for approval of OSR plans with administrative procedure which, of course, could greatly hamper the work of bunkering companies and increase their costs.

This event was preceded by application of Russian Association of Marine and River Bunker Suppliers to the relevant committees of the State Duma, which it was indicated that the adoption of such fundamental changes without prior public discussion is unacceptable. Procedure for the discussion hasn't been held, although it is compulsory under current legislation.

The Association claimed that the proposed revision of the bill sets new unjustified administrative barriers and creates conditions for corruption, which will ultimately squeeze independent bunkering companies out of the market.
